26 functions and competences of the CAAV as of March 10
According to the Decision signed and issued by the Minister of Construction, the Civil Aviation Authority of Vietnam will undertake 26 responsibilities and powers beginning March 10.
According to the Minister of Construction’s Decision on the Functions, responsibilities, Powers, and Organizational Structure of the Civil Aviation Authority of Vietnam, effective March 10, the Civil Aviation Authority of Vietnam is assigned 26 functions and competences.
Performing the duties and powers of the Aviation Authority; creating, examining, evaluating, organizing, and distributing civil aviation laws; overseeing airports, airfields, and aviation infrastructure assets; overseeing air transportation and general aviation; overseeing aircraft and aircraft operations; overseeing flight operations; aviation safety; protecting the environment; fostering the development of human resources in the aviation industry; overseeing investment projects in the aviation sector; and determining prices, fees, and charges are the main areas of focus for tasks and functions; international collaboration; taking part in the Ministry of Construction’s Steering Committee for Disaster Prevention and Control and Search and Rescue; conducting scientific research, developing, applying, and transferring technology in the civil aviation sector; specialized inspection; administrative reform; finance and public assets; payroll, civil servants, workers, and apparatus organization; statistics, reporting, and document and record preservation; Examine, oversee, and accept accountability for the work of airport officials at airports across the country.
There are currently 14 organizations in the Civil Aviation Authority of Vietnam’s organizational structure, including 9 departments and offices that support the Director of the Civil Aviation Authority of Vietnam in carrying out the duties of state management of civil aviation; 1 inspector who performs specialized inspection tasks within the scope of state management that the authority decentralizes and manages, including receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity in accordance with the law;
Under the Civil Aviation Authority of Vietnam, 11 medical facilities are public service units while the three Northern, Central, and Southern Airport Authorities are administrative entities comparable to branches.
Prior to March 1, 2025, the Ministry of Construction’s Civil Aviation Authority of Vietnam advised the Minister of Construction on state management of civil aviation across the country. The Aviation Authority carried out its duties and responsibilities directly in compliance with international treaties and legal provisions that the Socialist Republic of Vietnam is a party to.
The Civil Aviation Authority of Vietnam has its own account at the State Treasury, a seal including the national emblem, legal status, headquarters in Hanoi, and the name “Civil Aviation Authority of Vietnam” for international transactions.
