Spreading legal information and enhancing public awareness about aviation safety among individuals, particularly those living near airports, is a vital solution to ensuring airport operations.
The safety specialist and propagandist at Noi Bai International Airport, Mr. Nguyen Phi Hung, claims that actions like burning straws and flashing laser lights impair a pilot’s vision.
Moreover, there are numerous other behaviors that have an impact on. aviation safety and have the potential to result in both airborne and ground-based collisions, including: flying kites. releasing sky lanterns, planting tall trees, constructing structures close to the airport illegally,. engaging in bird-attracting activities, using automatic flying devices, unmanned aerial vehicles (UAV/drone, flycam). grazing, allowing livestock into the flight area, etc.
Some acts, such as burning rubbish near airport structures and equipment, stealing airport equipment, etc., might harm the equipment system, disrupting aircraft operations at the airport.
According to Mr. Nguyen Phi Hung, the Law on Civil Aviation of Vietnam and other government decrees clearly outline the obligations of pertinent parties and provide rules and penalties pertaining to aviation safety assurance. Violations may result in harsh fines.
For instance, using laser lights in airports or places close to them will result in fines of between 30 and 40 million VND, which will interfere with aircraft movement, takeoff, and landing.
Noi Bai International Airport has hosted numerous conferences to spread legal knowledge about aircraft safety and to assist solutions for post-harvest straw management for residents in the airport’s vicinity.
According to Mr. Tran Nam Duong, Deputy Head of the Northern Airport Authority’s Aviation Safety Supervision Department, the annual program to spread awareness of aviation safety regulations takes place in the communes that border Noi Bai International Airport. This action demonstrates the active and effective participation of units in the aviation sector, along with the collaboration of local authorities and citizens, to ensure that flights are safe on every route.
In actuality, occurrences like burning straw, dazzling laser beams, flying kites, flying drones, etc., in the vicinity of the airport have decreased in comparison to earlier times following several propaganda and information-dissemination operations.
Based on data from 2022 to the present, Noi Bai International Airport has seen very positive results, with fewer violations in the subsequent year than the year before. This is due to the increased organization of conferences to spread legal knowledge on ensuring aviation safety for people in communes bordering the port.
In particular, there were 48 cases in 2024—four of burning straw, twelve of flying kites and balloons, four of flying objects, eight of laser beams, sixteen of aircraft striking birds, and four of animals entering the flight area—which was a 46% decrease from 2022 and a 53% decrease from 2023.
