Amendments and Supplements to Decree 89/2025 According to Decree 92/2016, one of the following agencies must grant or recognize aircraft types imported into Vietnam: the Ministry of Construction, the US Federal Aviation Administration (FAA), the European Aviation Safety Agency (EASA), the aviation authorities of Brazil, Canada, Russia, the United Kingdom, or China.

The types of aircraft that could be imported into Vietnam were formerly subject to stricter regulations under Decree No. 92, such as requiring an Aircraft Type Certificate from the Vietnamese Aviation Authority, the European Aviation Safety Agency (EASA), or the US Federal Aviation Administration (FAA).

According to the Ministry of Construction, limiting the number of aircraft operating in Vietnam will limit airlines’ ability to access aircraft designed and constructed in many other nations. The amendment would create conditions for Vietnamese aviation firms to proactively supply in the event of an aircraft shortage, hence opening up new development potential for Vietnamese aviation.

ARJ21-700 (C909)

At the end of 2024, Vietjet Air suggested that the Ministry of Transport (now the Ministry of Construction) lease two ARJ21 aircraft from Comac (China), which would run the Hanoi/Ho Chi Minh City – Con Dao route in May.

Earlier this year, the Civil Aviation Authority of Vietnam collaborated with the Commercial Aircraft Corporation of China (Comac) and the Civil Aviation Administration of China (CAAC) to learn about the ARJ21-700 (C909)’s engineering, operations, maintenance, design standards, manufacturing, testing and certification procedures. The CAAC issued a Type Certificate for this aircraft type in 2014.

The Civil Aviation Authority of Vietnam discovered that the CAAC’s aircraft certification method differs slightly from Vietnam’s norms, mostly due to the usage of Chinese on aircraft labels.
