Changes in conditions and processes for opening dedicated airports

According to the new regulations, the Chief of the General Staff approves the comprehensive design for the building of a specialist airport. Previously, Decree No. 42/2016/ND-CP stated that “the Chief of the General Staff decides to approve the detailed design for the construction of a specialized airport after reaching an agreement with the Ministry of Transport”.

Conditions for Opening a Dedicated Airport

  • Contributing to the plan of preserving the Fatherland while also strengthening the economy and society;
  • Adherence to relevant regulations governing airspace management, land management, environment, water resources, water surface areas, sea surface areas, airspace management, forbidden flying zones, and restricted flight zones;
  • The airport owner has been given a Certificate and Registration for specialized airport exploitation for the proposed airport, which will be used to operate commercial flights on a regular basis.

Modifying processes for opening specialty airports on land and sea

The application dossier contains:

  • Application to open a specialized airport on land or water in accordance with Form No. 01 of the Appendix issued with this Decree.
  • Drawings of the general ground plan of the airport and the detailed ground plan of the flight area; clearly showing the construction level, airport reference point, size, basic direction of the runway, taxiway, aircraft parking area, and other airport infrastructure works; the boundary of the land for building the airport;
  • An explanation of the management and exploitation strategy, including aviation security and safety, environmental and water resource protection, flight operation organization, and flight information coordination.

Procedures to close specialized airports on land and water

According to the new regulations, the owner of a specialized airport on land or water must submit one set of documents to the Department of Operations, General Staff directly, via postal service, or online through the National Public Service Portal or the Ministry of National Defense’s Administrative Procedure Information System. When submitting documents online, send an electronic copy or electronic copies of the document components as instructed.
