Increasing aviation oversight in 2025 for Lunar New Year
A recent instruction from Vietnam’s Civil Aviation Authority calls for tighter safety regulations for CNS systems and equipment during the busiest time of the Lunar New Year 2025.
During Lunar New Year 2025, information, navigation, and aviation surveillance system checks will be strengthened.
The Civil Aviation Authority of Vietnam (CAAV) recently issued a directive to strengthen safety measures for CNS systems and equipment (communication, navigation, aviation surveillance) in order to quickly identify potential technical risks and dangers so that timely handling and response plans can be made, ensuring flight operations are safe during the busiest time of the Lunar New Year 2025.
As a result, the Vietnam Airports Corporation (ACV), Vietnam Air Traffic Management Corporation (VATM), Air Traffic Management Engineering Company Limited, and Van Don International Airport were asked by the CAAV to examine all operating licenses for CNS systems and equipment (communication, navigation, and aviation surveillance) as well as frequency licenses for operating CNS systems and equipment that are currently in use. They were also asked to make sure that all operating licenses are still valid and operate continuously.
Units must compile a list of the CNS systems and equipment that are being exploited on their premises, together with pertinent details regarding the exploitation license, such as its validity; in no way should instances of expired licenses compromise the safety of exploitation.
Simultaneously, make sure that all operators of CNS systems has valid qualifications, quickly renew or reissue them in compliance with rules, and strictly forbid situations in which operational safety is compromised by expired qualifications.
Units must rigorously adhere to administrative procedures guided by the Civil Aviation Authority of Vietnam and relevant legislation, and submit applications for licensing or an extension of operating permits within the allotted time frame.
The Northern, Central, and Southern Airports Authorities were also tasked by the Vietnam Civil Aviation Authority to improve the examination and inspection of adherence to rules concerning the operating licenses of organizations that use CNS systems and equipment.
Strictly handle license delay violations; violations must be thoroughly documented, the causes and responsibilities of the relevant parties must be made clear based on the severity of the violation, handling measures must be applied in accordance with current regulations, and the situation and handling outcomes must be routinely reported to the Vietnam Civil Aviation Authority for prompt guidance.
