On November 15, the Vietnam Airports Corporation (ACV) revealed its proposal to utilize savings from contingency expenses and bidding for the construction of the second runway at Long Thanh International Airport.ACV believes that the savings made during the implementation of component 3 of the project will considerably contribute to the investment in Long Thanh Airport’s second runway, Phase 1.

Respond to mining needs in the event of issues

According to ACV, on November 6, 2024, the government published Document 747/TTr-CP to change the investment policy of the Long Thanh International Airport Project (Long Thanh Airport). This paper is currently being considered by the National Assembly, and it has garnered a lot of support from deputies, aviation professionals, and voters.

According to ACV, there are numerous evident benefits to having a second runway as soon as Long Thanh Airport Phase 1 goes into service.

According to the plan, Tan Son Nhat Airport can service around 50 million travelers per year. Tan Son Nhat expects to serve more than 41 million passengers by 2023. By 2030, Ho Chi Minh City and nearby areas are estimated to have a total air transport demand of around 71 million passengers per year. Thus, if the first runway at Long Thanh airport fails, flights must be diverted to Tan Son Nhat, which will be overcrowded at the time, forcing planes to wait in the air, incurring additional expenditures and negatively impacting the environment.

Benefits of Building a Second Take-Off and Landing Runway

The quick building of a second runway will meet the needs of Long Thanh Airport’s initial phase. If runway 1 is involved in an accident, it will not have to be transported to Tan Son Nhat; nonetheless, it will provide adequate assistance for Tan Son Nhat in the event of an accident.

Furthermore, if a second runway is built after phase 1 is completed, airport operations will be disrupted since infrastructure, technical control systems, and so on must be connected to the first runway. Furthermore, the development of a second runway will disrupt airport operations due to dust generated during construction.

The cost of investing in Long Thanh Airport’s second runway

Another major factor, according to ACV, is that the investment cost for the second runway is fully balanced within the total investment of Component Project 3 – ACV’s involvement in the Long Thanh airport phase 1 project. As a result, the investment cost remains constant but the airport’s capacity and operating efficiency rise, boosting the project’s investment efficiency.

Specifically, during the implementation of Component 3, ACV saved almost VND 4,000 billion (more than the preliminary total investment in the second runway of around VND 3,300 billion). This includes savings from contingency costs (after fully calculating contingency costs for all signed packages and ensuring sufficient contingency in accordance with regulations for a few remaining packages that will be bid in the fourth quarter of 2024 and early 2025), as well as savings in bidding.

Creation of a Steering Committee to Get Ready for Long Thanh Airport Exposure

A report on the formation of a steering committee for the planning of Long Thanh International Airport’s (SC) exploitation was recently forwarded to the Ministry of Transport by the Civil Aviation Authority. In order to fully prepare the exploitation circumstances and improve coordination between agencies and units when Long Thanh airport is put into operation, the Civil Aviation Authority supports ACV’s proposal to establish a SC and professional teams.

The Civil Aviation Authority also suggests that the Ministry of Transport ask ACV to gather input from pertinent agencies and units regarding sending staff to participate in the Steering Committee and create the committee’s operating rules in order to increase the Steering Committee’s efficacy. In order to guarantee that there is enough capacity and experience in compliance with legal requirements to deploy and implement the Long Thanh airport’s components, the organizational structure and staff should be reviewed and improved concurrently.
